Unfortunately, I can't do that. The only machine I have here in the
office has XP and XP won't allow me to format a disc with the system
so I can wipe this other disc and install DOS.

I found this on the web: (http://www.computerhope.com/boot.htm#01)

Create MS-DOS bootable diskette

When formatting a floppy diskette, users have the option of creating a
MS-DOS startup disk, follow the below steps to do this.

Place diskette in the computer.

Open My Computer, right click the A: drive and click Format.

In the Format window, check Create an MS-DOS startup disk.

Click Start

I tried copying over the format.com file, but windows won't let it
loose.

Was it even there? IIRC, ME was the last Windows that was DOS based.
