Because Chicago recovered from its fire without government money. Because
San Francisco recovered from its fire without government money. Because
the constitution doesn't have language permitting FEMA to even exist.
Because, as you point out yourself, FEMA - like all government agencies -
**** up everything they're charged with doing.

I'm sure that if your home, your place of business, and 99% of your market
were flattened by a natural disaster, you'd have YOUR hand out for
assistance.
