You aren't , with a straight face, suggesting that they only know of
the interior condition of the pipeline once the pipe leaks... are you?

I believe they're suggesting the entire Bush administration and all the
Republicans in Congress knew of the leak prior to its 'discovery', and that
they may have, in fact, caused said leak to purposely increase profits for
big oil.
