Default Kayakers stir up waterways (Longer)

Is it not illegal to
1) Anchor there in the first place
2) Not give way to the bigger craft with limited maneuverability?

As they made no attempt to correct their behaviour after verbal advice,
I suppose the best course of action would have been to get the
authorities to fine them.
