35 HP Merc not charging

I just inherited a 1989 35 hp merc and its not charging. I've only
checked the voltage at the battery (closed) but I never see any thing
more then 12.71 volts. This doesn't change with rpm.

I was wondering if someone knew how to test the charge coil and
rectifier. I'm new at this and would really like to fix this myself.

PS Auto Blend... Worse invention ever. Temp Sensors on the other
hand... Priceless.

Now the starter won't even turn.... Battery charged. Hear a click.
Nothing. I bought a solar battery maintainer I notice the output was
22.5 volts. could this have cause damage????

OK. I guess I'm the only one out here this time of year. I'll keep
posting as I keep working.

I found that the charging coil is not open (good I hear) but the output
is 7-8 volts. I know a lot about electronics and no standard rectifier
is going to get me to 13-14 volts.

The only other problem that I have is still the starter. I think it
might be fried. Any good test I can do?
