It could be simply a linkage problem, however it also could be a problem
with the clutch gear that moves back and forth to engage either the forward
gear or reverse gear. Or it could be a broken reverse gear. If it's a gear
problem, it could be rather expensive. I suspect that if it "only needed a
bush(whatever that is), the seller would have fixed it rather than trying to
sucker someone else into buying it. I have a 25 hp Johnson sitting on the
floor of my garage because it's going to cost over $250 for a gear set to
fix a "won't stay in forward gear" problem. You might go to Iboats.com and
price out a gear set for the motor.

If you're very careful about using reverse, you may be able to switch
the forward & reverse gears, & turn the dog around, to get your 25 back
up & running. The bearing on the forward gear can often be pressed out
of it and pressed in to the reverse gear giving you a new lease on
"forward".
