Rec.boats was established without a charter. An original charter is not
required to change the moderation status of rec.boats, only the needed
votes after a great deal of ground work.

I disagree. First, you would have to write a charter, as is. Then you
would have to call for votes to modify it. Won't happen in our lifetimes.
