Default non-pyro flares

Do flares have to be pyro-technic today? Why not have a spring loaded
device that fired a series of charged capacitors attached to flash
bulbs. Ok, it could be CO2 launched like a paintball gun.

Requirements are in 46CFR. You can look them up online.
