how to clear the drain from the ski locker of a runabout

Anybody have ideas about clearing the drain between the ski locker and the
bilge?
Mine is clogged about 14" before the opening into the engine box. I suspect
it's a screw or bolt: I haven't been able to dislodge it, but can sometimes
get a snake past it.
The end in the ski locker is level with the floor of the ski locker, so I
can't get my eye down there to look through the pipe.
The end in the engine box only has a couple of inches of space before being
blocked by an engine mount, so I don't have much space to work there.
I considered drilling a hole in the floor for access, but the drain runs
under the 24 gallon fuel tank.

You might try one of those telescoping 1.99 (antenna type) magnets from
your local autoparts store if you think its screw/bolt plugging it, UD

Never thought of air....I'll try that this weekend.
I don't think a magnet will be strong enough; whatever it is seems to be
stuck
