So initial hostilities caused little damage to "capital plant"...but
looting, insurgent activites, and sabotage have hindered a rapid rebuilding
of the economy.

Wouldn't it make sense for the US military to stabilize things, so that
insurgent activities and sabotage no longer impede the rebuilding process?
