VHF radios' and Canadian Law?
 

My son recently passed his operators test, and likes to fish/cruise in
the Detroit River. I purchased a small hand-held marine radio for
additional peace of mind, to compliment the cell phone, GPS etc.

Question: Does one need to pass a test in order to use this radio
in Canada? (We live in Windsor, Ontario).

I've heard many different answers to this question, and the Canadian
Coast Guard web page is far from user friendly.
