The only two anywhere NEAR are Nixon, and Carter!!! Clinton was at 37% at one point in his Presidency...which matches CBS's current number. Yeah, well, Clinton had a particular problem and a House of Representatives and a special right-wing prosecutor keeping that problem on the front burner for years. I'm pretty sure that the 37% number came prior to the Republicans gaining control of the House of Representatives.
