Fuel Tank Reads 1/4 Tank

I know I've seen this same question in the ng, however I haven't been able
to google it for some reason. My fuel gauge has rapidly been going out over
the past several years. It started by reading at most 3/4 tank, then it
would fluctuate wildly like it had a loose wire. It then went out all
together. I rewired from the sending unit to the gauge, but no luck. I
replaced the sending unit and still no luck. I then replaced the gauge and
I'm still getting the same problem. The new sending unit and gauge are both
Tempo so I can't see why they wouldn't be compatible. My volt meter shows
the full 12 amps on the hot wire portion of the gauge, with approximately 6
volts coming out of the sending unit. The ground for both the sending unit
and gauge is good. Ideas? Thanks.
