I need help getting started in boating
 

I need help getting started in boating. I am interested in operating a
small boat with a motor under 10-15 feet. (not a sailboat or a
speedboat). For the sea area for recreational boating around for fun.
I am located in Queens NY.

I realize that I need to take boating safety classes. So I will contact
the USCGA soon.

But I can not seem to find any answer on the web. Here are some of my
question:

Do I need a license and insurance? Do I need a drivers (car) license?

I do not have a car, where do I keep my boat? Would it coat me money to
dock it on a pier or by the shore?

During cold winters, can a boat stay dock in water?

hurricane, I guarantee you will become very familiar with boats.

its good to learn as much as you can .. people die when boating and you
need to know what you are doing no matter what the law says. Cant help
u with local law.

Some places requires insurance some dont. It would be foolish to go
boating with no liability insurance. Only if you dont care about others
or losing your property in liability lawsuits you can skip insurance.

drivers license to get your boat to the water.

you can keep a place moored which is expensive and isnt good for the
boat, esp. in salt.

No car, no license needed. Insurance is always a good idea.

This is going to be either difficult or expensive. To keep the
boat in the water anywhere near Queens, will be expensive. Even
keeping it at a boatyard on the water will be expensive.
However, the alternative, to trailer the boat, is difficult
without a tow vehicle. Also, you would still need a place to
store the boat and trailer.

Probably, but, again, it tends to be expensive. have you thought
about renting a boat when you want to go out? Might be the
easiest way.

I would say, check to see if there are any municipal boat clubs in the
area. You will have to pay some kind of a membership fee, but it will be
much more convient and cheaper than buying a vehicle, towing and storing
it (unless you have room in your driveway). Besides, most boat clubs
can be fun...you may meet new friends who can get you started safely on
your way.

City Island is not far from Queens/NY. A couple years ago when I went
there fishing, I found at least two places in City Island that had
motorized rowboat for rent. This is probably better than owning and
storing a boat considering the fact that houses in Queens tend to have
very little space available for parking a car or storing a boat.
