I have read about the roll and tip method and people seem to think it works

Well, probably if you are really good with the gun - these epoxy
paints can be difficult to work with and clean up. The roll and tip
method is fairly fool proof.

Also, instead of sanding can I use a stripper of some sort and them pressure
wash it off?

I'd still sand after, so why not do it first time around? You will
get a better grip on the surface with sanding and you can cover a lot
of whoopsies that way.

For fiberglass what is the recommended primer and paint (cheap but good).

Ain't no such thing. Take a look at the Awlgrip site I sent - they
have it all listed there.

Good luck,
