Because....he is a typical liberal. Offer excuses. Do not offer solutions
other than "throw more money at it". :-)

If you look at our spending on education, including the increases we see
year after year, you would think that the state of schools/learning would
improve. Not so.

Don is a liberal who depends on the government to solve his problems and
support him. Very typical and very sad.
