The balloon bomb campaign is sometimes referred to as a military joke, since they killed exactly one person, and that was a Sunday school teacher (I kid you not) but the end goal for the Japanese was to attach atom bombs to their balloon devices. The Japanese had discovered the jet stream and built a very clever device to hold the balloon weapons at the right altitude for the right length of time. Yike!
