Boat User Fees Unfair?

I am curious how many towns and cities charge an annual "user fee" even to
boaters docked at private marinas and yacht clubs. The "user fee" is in
addition to excise taxes and mooring fees. The "user fee" seems unfair because
trailer boaters can launch their boats, use the same waterways as the other
boats, and not be charged the "user fee" (although they probably paid a ramp
fee). I also wonder how a municipality can charge a "user fee" for boaters who
use a channel that was dredged with federal funds. The follow up question is if
your city or town charges a user fee, how many boaters don't pay it?

I've never heard of such a thing..

But then 40 years ago I never thought I would have to deal with
municipalities banning/restriction anchoring in San Diego Harbor.

"User Fees"... another word for "taxes". Going through that now in Houston,
where the city council decided they should charge a "drainage fee" to
everyone in the city to pay for drainage projects. I wonder what our
"normal" taxes should pay for? What's next.... Police user fees? Fire
Department user fees? Public works user fees? Thank goodness lawsuits were
filed that the state Attorney General agreed with saying that this was just
an unlawful tax.

These ****ing governments will not be satistified until they get at least
90% cumulative of what we earn. They just want to leave enough so we can
spend on the retail establishments.
