Cheapest place to buy/outfit a cruising boat?

.... out of curiosity: What is the cheapest place in the world to buy a
second hand cruising boat? Are there significant price differences between
places within North America, for example?

New or newer Power boats are cheeper for the most part in the south.I have a
friend who loves to come down to Fl. To buy a boat and bring it back to the
mid -west Because the prices are cheaper here than there..It looks like
Sailboats are the same too me..The deals seem to be on E-bay in the last
hour...
