I just put a down payment on a 26' cuddy.
Its in PA around Harrisburg.
It gets cold up there.
I can :
A: Leave the boat up there for free winter storage (shrinkwrapped)
B: Tow it to my sister's land in the woods in Central Virginia
(Shrinkwrapped or boat cover)

Any suggestions?

I would wait and take delivery (close the deal) in the spring when you can
test drive the boat. Plus, if it is new, the warrenty does not start until
you close the deal. Plus if you don't pick it up, you don't owe insurance
until you close the deal.
Even with an individual, I would sign papers stating down payment
conditional on test ride. That way he is still responsible for insurance.
Now, if from an individual and you need to do some work on the boat, then
this may factor in to your decision to get it where you can work on it.

Its a new boat, 2003 closeout sale.

In other words he needs to get it off his floor plan to save the interest.
I would leave it there if storage is free. That way you can take a test run
locally and have him fix any problems you find before hauling it. Right now
the boat has probably never been cranked and if you haul it away, you will
have to fire it up and check everything yourself instead of him doing it.
By the way, boat probably has no battery so you will get new ones in the
spring.
Leave it there and have him prep the boat in the spring.

No you don't. You can write whatever contract you want, as long as both
parties agree. Unless you already signed, and even then the law usually
gives you a few days to back out. He still wants it sold! But it should be
water-tested first. Some people say even to have a new boat surveyed!

But don't let him tell you what you have to do. You're the customer. Set
terms, and then the seller has the right to decline to sell, but other than
that you don't have to do what you're told.
