The sender should read about 30 ohms with arm up (full tank), about 240 ohms with the arm full down (empty tank). If the above conditions are met, go next to the wiring and the gauge. If the gauge won't read above half scale, then it's not getting a low resistance sent to it (or of course, the gauge may be bad). May just be corrosion on the terminals of the sender or the gauge. Measure sender signal at gauge. Clean ring tongues, etc. The gauge should be powered by an ignition-switched +12VDC, but wouldn't expect this to be a problem.
