Housekeeping at the white house is a GSA contractor. The personal
staff are USCS employees. (butlers, cooks etc) and they stay on.
My BIL had the rug contract for years. It was a sweet gig. He bought
the rugs and was responsible for replacing them if they were bad. He
never replaced a rug. He did get a nice check every quarter he was
there and it went on for a couple years after he left. I think
Reagan's people were the ones that rewrote the contract.
