That article is a little deceiving. First of all, it's old (Feb 2013)
and was a reflection of the laws that were changed in 1998. Back then
it was near impossible to get a gun permit for anything other than a
hunting license and it's reflected in the drop of gun licenses from 1.5M
before the new laws to 200,000 over the years that followed. It was
(and still is) up to the police chief in your town or city to approve
concealed carry permits. This resulted in many 2nd Amendment lawsuits
against the town and city governments as further stiffening of gun laws
were contemplated.

Most towns and cities did an about-face and relaxed the reasons a permit
would not be issued. Concealed carry (now called License to Carry)
permits have been on the rise since.
