weighted to result in the maximum increase in wages
for whatever the employee's filing status is but will result in more
money owed the government when filing returns in 2019.

Don't know how they know this. The new tax tables haven't even been
released yet.

the third week of December. Congress saw the tables before they were
released. That's how "they" know this.

are still being worked on.
