Masive amounts of raw sewerage is flowing from Mexico, across the border
and contaminating the water and beaches in places like San Diego and
even Arizona.

San Diego I think actually built a sewage plant for Tijuana to stop that
problem years ago. Maybe they should have supplied maintenance also.
