With the cap, it is a combination of all three. The $15+ US shipping charge alone accounted for just over $20.00 of the difference.

As I stated earlier, the cap came from a company in California. They do have free shipping if you spend more than my cap cost but only applied to the lower 48 states. I just mentioned LL Bean to illustrate the different policies of various American retailers.

Do all Canadian retailers share the same policies, or is there one policy mandated by the
government?
