I'm not. For various reasons there's a lot less awareness and use of
birth control. Even with higher rates of abortion there are still a
huge number of black out of wedlock children. One parent families
tend to not do very well on average. Statisically their prospects for
growing into educated, responsible adults are very poor. A huge
number will end up on public assistance, and huge numbers will end up
involved with substance abuse and crime. Those are just the facts.

It is things like this that advances the case for competition in the
school system. If there were more options you could actually have sex
ed in schools that was better targeted to the needs of the students.
The parents who do not want anything but abstinence to be taught,
probably have other problems with the curriculum and they could seek a
different school while the mainstream schools could teach more about
pregnancy avoidance which is what is needed in the places where unwed
birth is the norm. I would make those drugs and devices free to anyone
who thinks they need them. Again it is far cheaper than the
alternative.


I used an example of Washington DC, where about 80% of black babies are born to unwed
mothers. The DC public schools teach contraception as part of its sex ed curriculum.
What more targeting do they need?
