But, what did she say? Made no sense. She says the USA must lead the
fight against ISIS .... except we can't do the fighting. Then she says
the rest of the world has to join the fight ... which the USA must lead
.... but not fight.

That is simply a well crafted political comment designed to project
the illusion of strength without actually taking any risk.

People who are willing to die for their cause just chuckle when they
hear things like that.

Richard IMO, politicians usually talk a lot but don't say very much.
