The pope determines what a Catholic is, as in "When, in the exercise of
his office as shepherd and teacher of all Christians, in virtue of his
supreme apostolic authority, he defines a doctrine concerning faith or
morals to be held by the whole Church."

Keep in mind that Christianity, like all religions, is in its entirety,
a creation of man, and, contrary to the precepts of creationism, it
evolves. :)
