Default Tanzer 7.5 adjustable clew outhaul

I'm not sure how the clew outhaul is meant to be installed. The parts I
have don't seem to work and I'm puzzled at what I'm supposed to buy or do.

That looks like a similar set up to my Hughes 25. I would have to say that
the swivelling cheek block is either for the clew reef point or your topping
lift. It is to far forward to be of much use for an outhaul as the clew of
the sail is already at that point and it is not under any tension.

If it is for the topping lift it will use the cleat near the front of the
boom at the securing pt as that is likely where you be standing when you
lower (or raise) the main thus need to tighten (or slacken) the topping
lift. In your case the topping lift would start at the aft most eye strap up
through a single block on the line that runs to the top of the mast then
back down to that swivelling cheek block and forward to that cleat.

In any event, for the outhaul since you have an original diagram I would try
to replicate what was originally done or something similar.

Check out this for ideas: http://www.harken.com/rigtips/outhaul.php
