Mostly great questions. All need to be sorted out in order for it to
make a difference in gun deaths. The right to bear arms as an
individual was upheld by SCOTUS. Even Scalia put his stamp of approval
on the concept of regulation.

As to "do they just decide" - that sounds like a free market decision.
