Because it is also about being efficient, effective and economical.

Not just Congress regulating it so only their stocks can win.

VAT is a consumption tax.
Ad Valorem taxes are not. They come after you every year for ad
valorem taxes for things you already own and you didn't consume
anything.

Besides, I couldn't find a country on that map that had both "free" health care and a lower tax rate that I'd consider living in.

To the seller they are a fixed income tax. To the buyer they are
consumption taxes.
