Time to just pass a simple bill, or better yet like someone said.

A constitutional amendement forbidding (more) debt unless congress has
declared a formal war or 70% approval by the people.

Would be excellent, as this whole depression would be 100% avoided if
governments were not permitted to borrow willy nilly.

Simple, pay as you go and if you run out of money, you just pay debts
until the cash flow is positive.

If that means DC is shut down 5 months of the year, so be it. Belgium
has tried this, and most now conceded whole parts of their government
will remain permanently shut down. And the sky didn't fall.
