It's ""The President", the world renoun abstract thinker. He has the
authority to streamline the process. But, he needs to be careful not to
create chaos and confusion if and when he abstracts a solution to this
procedural snag.

It's laziness. As a guy who used to be in the navy, I know how lazy
military personnel can be.

Well, there has been some. Remember the USS Bataan in Katrina? The
Captain rode out the storm, followed it in, and was among the first to
start rescue operations, all on his own initiative, IIRC. Then when the
"rescue operation" started, the Bataan became an underused asset.
