My 23' boat has a USGS capacity placard that lists 10 people. My friend's 23' Mastercraft is rated for 12 people (go figure). I will say though that 10 or 12 bodies on a 23' boat makes for a cramped ride. 13 on a 24' boat would most likely be just as cramped. --Mike Check the weight, too.
