Which is to penalize companies sending jobs over the borders and encourage (yep, subsidies) companies who generate jobs here. That means I can buy a washing machine, refrigerator or TV that is made in the U.S.A. Et cetera. Most other countries do this, but their govs aren't whores of Wall Street and/or kumbaya one-world liberalism. The economy works trickle-up. Always has.
