These people are in a really big hurry to "change" and "hope" stuff
up.
I love the extremely BROAD reason why were going to spend THIS
money.... "due to an emergency or major disaster".
As I recall, there was another guy who made "camps" for civilians....
who was that again ?
They had a "forge" of sorts, but it wasn't for metalworking. I would
imagine that the 6 sites picked will require good access by railroad
from all directions.
