sailing regulations
Hi
I am a sailor from Israel. I own and sail an APOLO 12 sailing yacht. It is a Greek built boat, very suitable for the Med - fast and sporty with large cockpit. She is 12 meter (36 ft) long. I sail the Eastern Med, short cruises only, Israeli coast, Cypruss, Southern Turkey and some of Greece. Sailing regulations here in Israel are terribly restrictive. Our department of transportation has all sorts of permits, tests and examinations posed on sailors and boats. I am looking for some good souls to help me gather information on requirements and regulations in other countries so I can build a case against our autorities. Any willing person please contact me via the posted e-mail and be blessed. Herzel |

I don't believe the CT law applies to people "passing though."

Herzel Neither the US federal government nor any of the states has any kind of test or requirement or examination to own or sail a boat. The boat does have to be registered so that a tax has to be paid, but that is the only requirement. That isn't correct. Many states have requirements that you complete a safe boating course and pass an exam to obtain the certificate needed to legally operate a boat or personal watercraft. Connecticut for example: Any vessel with any size motor is required to be registered and numbered before entering Connecticut waters. Also, any sailboat over 19.5 feet powered by sail alone is required to be registered and numbered before entering Connecticut waters. In order to operate that vessel, you must possess a Safe Boating Certificate. Doesn't the Safe Boating Certificate apply only to kids? I don't live in CT, but I often stop overnight in CT marinas with a documented boat (no external numbers but NJ tax decal on the mast.) I remember reading about the CT test and it didn't affect me at the time. Are you saying it does now? It applies to all. It was never just for kids. There is a 36 question examination which does not require practical competency. It is being phased in, with a 2009 implementation date. According to the connecticut website the requirement for a certificate
is only for boats registered in Connecticut. This makes since because the US Constitution would prohibit otherwise. Ron |
