Newbie question
 
I live in a country where we use Lateral System A for the marker
Bouys.

Coming into a channel or harbour I am led to believe that the red
marker bouys should be on the left hand side (Port) and the green on
the right (Starboard).

When going out from a marina to the ocean is this system reversed ie
green on the left and red on the right?

To be more precise, you should follow the upstream rules:

1. When proceeding from seaward,
2. When proceeding toward the headwaters of a river,
3. When proceeding into a harbour,
4. When proceeding the same direction as the flood current.
Check the flood and ebb arrows on the chart.

In IALA System A red buoys are left to port, green buoys to starboard

When proceeding downstream, leave red buoys to starboard and green
buoys to port.
