does anyone have a good link for free plans to build a small skiff
(under
14') out of ply? Ive been looking around and found plenty of plans for

prams and scows, but not much in the way of skiffs.

You might check out some of the links at
http://www.boat-design.net/Boat_Plans/Free_Boat_Plans/
to see if anything there meets your eye.

Once you start chasing links you will be amazed at how many one can
find online. Google is
also a major resource. Search on "free boat plans".
