Default oarlocks

I hate to disagree with Jim Conlin and Bob Steward, but I've observed after
years of experience that the locks should be very close to 9 1/2" fron the
edge of the seat and about 8" above the seat.
None other than John Gardner told me about 25 years ago that the old
boatbuilders used a rule of thumb that the distance from the seat to the
locks should be the same distance as "the crook of the elbow to the crook of
the wrist". As we are anthropometrically similar, that comes out to 9 1/2".

How do you determine the correct placement of oarlocks in relation to the
rowing seat position?
Is there a formula or rule of thumb used to determine this distance?
