Holes in boat floor

I have an old fiberglass trihull that I'm converting to an open hull(no
steering console, seat, etc.) fishing boat. There is some moisture in one
section of the flotation but I don't think it is enough to hurt. I am
concerned about several one inch holes left in the fiberglass floor by the
manufacturer. Were they for pumping in liquid foam, or designed to remove
moisture from the foam in the double bottom. I am not replacing the plastic
carpet and would like to glass over the holes. Am I causing myself a
problem? Thanks David
