I understand the better models have a 'hand crank' mechanism attached to the
prop to serve as a back-up in case of battery failure or reactor melt-down!

Quite a few sites out there concerning building a submarine. Unlike boats
there are specific and unique issues pertaining to pressurization/hull
strength, window thickness/materials (the fewer windows the better IMHO but
that will depend
on application), internal oxygen/air/atmosphere.

Do a Google search for terms like: submersible, personalsubmarine. Be
prepared to buy or locate one to three very specialized and expensive texts
pertaining to submarine design/engineering. Its worth it. The topic of
designing and engineering portals for submarines is worth studying very
dilligently and in great detail and for very obvious reasons.

Something along the lines of neutral buyonacy is really what you strive for
in a submarine body. Loosely speaking: "you dont want it to float, you
definitely dont want it to sink". There is a guy who designed a sub that has
a nice emergency recovery system that brings the submarine back to the
surface in the event of an emergency. Look a around a bit for that site. I
believe that he also amassed a great deal of knowldege about portal
engineering.

Nuclear power? Perhaps you might consider the hydbrid of diesel +
thermonuclear power (?) based on Strontium-90 which has a long half-life and
decays into non-radioactive Zirconium. I didnt say that Strontium-90 was
cheap, did I?
