Default Aluminum Toe Rail corrosion and rebedding

I removed the toe rail from my sailboat and found that the rail only
had one narrow bead of caulk between the rail and deck and a circle
around each screw hole. where the caulk trapped water there was spots
of corrosion. How should this be treated the stop the corrosion and
prevent further damage. What kind of caulk should I use to rebed the
rail. should a even layer be spread under the deck toerail and the
lip over the hull side?
