First, read the docs that came with your epoxy; they are not all the same.

Second, wash the area first with soapy water to remove any blush (common on
most boatbuilding epoxies, though there are some non-blushing versions out
there). Rinse thoroughly and allow to dry.

Use the primer designed for the topcoat, as long as there are no warnings
against it in the epoxy docs.

Additional information would be helpful: Are you painting above or
below the waterline / do you want to be proud of the end result, or is
this a 'beater'?

Generally, one must use an epoxy (i.e. 2-part) primer over a clear
epoxy layup (i.e. your cloth/epoxy covering). This serves to
illiminate the possibility of any amine blush causing adhesion
problems, regardless of what type of finish you subsequently apply.
Interlux 'Epoxy Barrier Kote' is one such product. They specifically
warn one to NOT use single-part primers over clear epoxy (i.e. your
cloth covering).

Interlux puts it this way: "Use Epoxy Barrier-Kote over clear epoxies
as a sanding surfacer and to eliminate the effects of amine blush."

Good Luck.

Paints such as Interlux Britesides are commonly used directly over epoxy.

Still, it may be wise to adhere to the manufacturer's recommendations,
which for Interlux brightside reads:

CLEAR EPOXY: Clean as for Bare Fiberglass. Sand with 80 grade (grit)
paper. Remove sanding residue. Apply one coat of Epoxy Barrier-Kote
404/414.

Generally epoxies are the primers for other coatings.
Note if you apply the paint over the epoxy within the 5 days or so the
epoxy takes to cure, there is (in theory) a chemical bond as well as a
mechanical bond between the epoxy and the topcoat.
