Do you have the old one? Perhaps you can have a new one made or the old one
repaired or used as a template for a new one.

I've built a number of laminated tillers for boats in that size range. It's
really not difficult, provided you have some essential power tools, such as
a table saw and a band saw. Oh, and clamps--lots of clamps.
