Have you ridden in a public transportation bus lately? Do they Have seat
belts. How about SF Cable Cars. How about the Shuttle Bus at the air
ports? a belted seat on the---Shuttle-----to Hertz rental to a belted
car seat. Seems to be a hole in the LAW somewhere.

Actually, the language is pretty specific in the exemption for these forms
of transportation. Seems pretty deliberate to me.
