I still say D.

I say D because in A signals should be exchanged because
it is a meeting situation.

B requires a signal because it is a meeting situation

C. is correct because it is a crossing situation.

Therefore D is correct.

This question is asking for some nitpicking interpretation.
A. No, unless you will be within 0.5m of the other vessel.
B. No, because you will not be within 0.5m of each other.
C. Yes
D. Since A/B are NO, .... NO

Actually, A is false for other reasons. In the "round the bend"
situation, you should toot before you see the other vessel - once you're
in sight, its just a passing. Actually, this doesn't even say that it
will be a passing - it just says "all vessels sighting". And it
specifies "all vessels"; only power driven vessels are required to
exchange signals in normal passing situations.

The answer is C.

A. You are requred to sound if an obstruction prevents
you from seeing around a bend. Not if you already see
the vessel.

The rest of you logic is fine.

C is not correct therefore D cannot be the right answer. That leaves A
and B. Of the two, A requires a sound signal.
