I have a set of fenders.. white with blue tops and bottoms..
the tops and bottoms are coated with a dark substance..
I seek advice as to how to clean them.

Use auto polish/cleaner. If plastic under the stain is good, be like new

Marinco, the shore power cord folks, make a product for cleaning their power
cords. It also works splendidly on lifelines, fenders, and just about any
other soft, high-density plastic. Takes some elbow grease, but the results
are great.

I've also used Soft Scrub and fine Scotchbrite pads with acceptable results.

I don't know anyone who has managed to sucessfully restore filthy fenders.
I've seen people spend the price of a fender on special cleaner - and they
still spent hours scrubbing.

Unless you have lots of free time, I'd recommend that you get new fenders.
