Actually, he probably overstayed his time on the free mooring in Florida
Bay. He's probably adrift (cheap sails ripped and the outboard won't start)
and hoping he'll eventually float into another free spot to set the hook.

He went to pick up a load of cigars to resell to defray his cruising
expenses. He'll be back for a couple of days to off-load his cargo before
his big cruise.
